IN 2025 THEY PASSED HALF. ============================================================================ The commonest answer to this campaign is that the United Nations is run by men, for men. It is the one objection here that can be tested against a number, because the UN counts its own staff and publishes the count. In 2004, the year the Commission on the Status of Women acknowledged that men and boys sometimes face discriminatory barriers, women were 39.7 per cent of Professional and higher posts in the Secretariat. In 2025 women reached 50.4 per cent across the system, and senior leadership has been at parity since 2018. Across that whole shift, the number of UN entities, indicators and observance days with men and boys as their subject did not move. This article argues that this is not an argument about women. It is the reason the staffing explanation cannot be the right one. AN OBJECTION THAT CAN BE CHECKED Most cannot. This one can. ---------------------------------------------------------------------------- Almost every objection to this campaign is about motive, and motive cannot be checked. One objection is different. When somebody says the United Nations is run by men, for men, they are making a claim about who holds the posts, and the United Nations counts who holds the posts and publishes the count every year in a report to the General Assembly. So it can be tested the way any explanation is tested. If male dominance of the staff is why there is no machinery for men and boys, then the machinery should appear, or at least begin to appear, as the staff changes. If the staff changes a great deal and the machinery does not change at all, the explanation is wrong, whatever else is true. Two documents, twenty-one years apart. THIRTY-NINE POINT SEVEN, AND FIFTY POINT FOUR What the UN counted in 2004, and what it counted in 2025. ---------------------------------------------------------------------------- The 2004 report is A/59/299, dated 26 August 2004. This is the same year the Commission on the Status of Women adopted the agreed conclusions that acknowledged, in the middle of a document about women and girls, this: "men and boys sometimes face discriminatory barriers and practices, they can and do make contributions to gender equality in many capacities, including as individuals and as members of families, social groups and communities, in all spheres of society" -- Agreed conclusions on the role of men and boys in achieving gender equality, 2004, as endorsed Here is what the staff looked like in the year that sentence was written. "The overall ratio of female to male staff in the Professional and higher categories is 39.7 per cent (1,772 out of 4,459 total staff)." -- A/59/299, Composition of the Secretariat, 26 August 2004 Thirty-nine point seven per cent. And the same report says something that a campaign in a hurry would leave out, so it is quoted here instead. "It is higher at entry levels, where numbers are close to or above the General Assembly mandate of gender parity (52.2 per cent of 469 staff for P-2; 45.2 per cent of 1,350 staff for P-3). Female staff constitute the majority (62.1 per cent of 6,724 staff) in the General Service category." -- A/59/299, Composition of the Secretariat, 26 August 2004 Women were already the majority at P-2 and the clear majority of the General Service category in 2004. The shortfall was concentrated at Director and senior grades, where women were about a third. Anyone who says men held every grade in 2004 is overstating it, and this site is not going to. Now the 2025 report, A/80/260, dated 25 July 2025. "In 2025, the representation of women representation in the Professional and higher categories reached 50.4 per cent, a historic milestone towards the full realization of the Beijing Platform for Action." -- A/80/260, 25 July 2025 "Parity in the Senior Management Group and among resident coordinators has been maintained since 2018, and gender parity at headquarters locations, first achieved in 2021, has been sustained." -- A/80/260, 25 July 2025 Seventeen entities had reached parity in the Professional and higher categories by June 2025, against five when the strategy launched in 2017. On the measure the objection depends on, the answer is that it changed, substantially, and in the direction the objection assumes would matter. ---------------------------------------------------------------------------- 03. WHAT DID NOT MOVE And the strongest version of the counter-argument, which deserves an answer rather than a dismissal. ---------------------------------------------------------------------------- Across the same twenty-one years, the count of United Nations entities with men and boys as their subject went from zero to zero. Indicators in the global framework with male outcomes as their object: zero to zero. UN observance days for men and boys: zero to zero. The 2004 acknowledgement was never assigned to anybody, and it still has not been. This is the point where the argument is most easily misread, so it is worth being exact. Nothing here says that women running things caused the gap, or that parity was a mistake, or that one thing came at the expense of the other. The gap was the same size when men held two thirds of the senior posts. It is the same size now. A cause that is present when the effect is present and also present when it is absent is not the cause. What follows is not that nobody cared. It is narrower and more useful: nobody was assigned. A finding with no owner does not get an indicator, and a finding with no indicator does not get a budget line, and none of that depends on the sex of the person holding the pen. There is a serious counter-argument to all of this and it is worth stating at its strongest rather than at its weakest. It runs like this: women's disadvantage is global and legible as a single thing, whereas men who suffer are usually suffering as men in some further category, poor men, minority men, gay men, disabled men, men at the wrong end of a regime. On that view there is no single global object for a men's mandate to be about, and the sectoral agencies are the right home for what is really a set of separate problems. Half of that is right. The categories are real and most male disadvantage is concentrated rather than universal. But the study this site wrote about last week is a case where the category is simply boys: ninety-four per cent of children detained in the administration of justice, armed conflict and national security settings, with the study naming stereotypes about male violence as the mechanism. Not boys in some further category. Boys. And concentration is not an argument against ownership, because maternal mortality is also not discrimination, is also concentrated rather than universal, and has a target, an indicator, a custodian agency and annual reporting. The system already knows how to own an outcome that tracks a sex line without calling it oppression. It has simply only ever done it once. ---------------------------------------------------------------------------- The staffing objection deserved a real test, because it is the one that sounds like a fact rather than a feeling. It is a fact, and it has now been checked, and it does not explain the thing it is offered to explain. None of this is a complaint about anybody's appointment.
