WHAT THIS ARTICLE IS, AND IS NOT A site about the missing second chain owes one honest article about the first, on the same terms as everything else here. ---------------------------------------------------------------------------- Every page on this site cites the women's machinery as the working model: the entity, the markers, the indicators, the review cycles, the thirteen days of observance, the enforcing directives. Cited that often, it deserves better than a footnote. It deserves the same treatment the absences get: primary sources, counted claims, and the strongest honest version of the case. So here is the boundary first, because it is load-bearing. This article vouches for a design and a set of records: a founding resolution anyone can read, audited accounts, a public results portal, outcome series from WHO. It does not vouch for any institution's character, because no outside observer can certify one, for this entity or any other. If wrongdoing were ever proven anywhere in this machinery, nothing in this article would need retracting, because nothing in it is a character reference. A proof of concept is about the concept. The engine design stays sound whoever drives the car. And the standing sentence of this whole initiative, in its home article at last: nothing women and girls received through this machine is the problem this site documents. Paragraph 49 of the founding resolution, verbatim in the parts that matter: the General Assembly decided to establish the entity by consolidating and transferring to the Entity the existing mandates and functions of the Office of the Special Adviser on Gender Issues and Advancement of Women and the Division for the Advancement of Women of the Secretariat, as well as those of the United Nations Development Fund for Women and the International Research and Training Institute for the Advancement of Women. Read the list. Four offices, every one a women's office, some with lineages back to 1946. That is the whole demolition inventory of the biggest gender-machinery build in history: nothing that served men was closed, because nothing that served men existed, which this site's five-registry census established independently. The entity's operating money is voluntary contributions that states choose to give, year after year, and they do. This is the fact that answers the most common objection to this initiative's ask before it is raised. A second chain built the way the first was built takes nothing from the first, because the first took nothing from anyone. The precedent is not an argument by analogy. It is the same corridor, and the floor plan is public. ---------------------------------------------------------------------------- 03. THE MACHINE, WORKING, BY ITS OWN RECORDS What an assembled chain produces, attributed line by line to the records that claim it. ---------------------------------------------------------------------------- By the entity's own results portal for its current plan period: a more supportive legal and policy environment for women and girls across 110 countries; laws adopted, revised or repealed including 99 on economic empowerment and 21 on political participation; 732 gender-responsive national and local policies adopted across 44 countries. Those are the portal's claims, attributed as such, and the portal publishes them next to its budgets, which is itself the design working: results and money on the same public page. One output this site verified end to end deserves its retelling: in Bangladesh, under the entity's statistics programme, the national statistics bureau built the country's first satellite account for unpaid care work, with the Asian Development Bank, and the finding reached the country's speech to the General Assembly. A thing nobody counted became a national instrument, because an entity existed whose job was the counting. That is the exact mechanism this site asks for, observed in the wild, for the other column. The design also audits: the UN Board of Auditors signs its accounts annually, and this site holds the audit. And the design notices: when aid cuts hit women's organisations this year, the entity surveyed 855 of them across 52 countries and published the loss, in five languages, inside twelve months. An entity that can count its constituents' losses and object on the record is machinery doing precisely what machinery is for. Through the entity's first decade, global male life expectancy rose by two years and eight months, and the global male suicide rate fell by thirteen percent through 2021, continuing a decline that runs from 2000. The pandemic took back part of the life-expectancy gain in 2020 and 2021, for both sexes, and that is stated rather than smoothed. The causality boundary cuts both ways and is enforced both ways. This article does not claim the women's machinery improved men's outcomes, and it does not permit anyone to claim the machinery harmed them, because the aggregates moved the wrong direction for that story. What the series support is exactly one sentence: the era of the women's machinery was not an era of male decline on the global aggregates. The gaps this site documents, the suicide asymmetry, the unmeasured indicators, the empty topic page, all predate 2010, most by decades. The absence is older than the presence. Anyone wanting to argue the counterfactual, that men would have gained more in a world without the women's machinery, is welcome to bring evidence, and the register will treat it by the same rules as everything else. WHAT THE CONCEPT PROVES The first chain's own history answers the objection the second chain always meets. ---------------------------------------------------------------------------- Every time this initiative asks for machinery for men and boys, the same objection arrives: it would take from women. This article is the answer, and the answer is the first chain's own biography. It was built by consolidating what existed, funded by money states chose to add, and its operating era coincided with the other column's aggregates rising. Nothing about building a chain requires a victim. The one time humanity built this exact machine, it took nothing, and the record of it taking nothing is public. So the ask stands on the proof: a second composite entity, built the first one's way, from the scattered stations this site has catalogued running on three continents, funded the first one's way, by states that choose to. The first chain is not the obstacle to that. It is the blueprint, the case study and the cost estimate, and its own founding resolution is the best document in the second chain's favour that anyone has ever written. The first chain was built from nothing taken. That is not our concession to it.
