Its own handbook says the gender marker "cannot and does not intend to measure the outcome or impact" of what it marks. * USD 71.8 billion a year is marked for gender equality. A men-and-boys series is not zero; it is uncountable: none of the seventy reporting fields records who a project is for, for either sex. * Read one record at a time, the male beneficiary class is nearly empty: zero of Norway's 7,270 aid projects, and fifty recorded dollars against the exploitation of boys in Thailand. * The funding side runs on the same rule: both ends of the pooled route are published, and the join between them is published nowhere. ---------------------------------------------------------------------------- 01. THE MACHINE, RUN TWICE Press play. Somebody answers for it VIOLENCE AGAINST WOMEN, MEASURED AND ANSWERED 01 The finding exists and is real: about 1 in 3 women, around 840 million, have experienced partner or sexual violence. [WHO, violence against women prevalence estimates, 2023 edition] 02 The finding has an owner: UN Women, established by the General Assembly. [A/RES/64/289, 2010] 03 The owner has an indicator set: Sustainable Development Goal 5, with custodian agencies reporting country by country. [UN SDG indicator framework, Goal 5] 04 The indicator has money: USD 594.4 million in contributions in 2024, from 177 funding partners. [UN Women Highlights 2024 to 2025] 05 The money is reported annually to the General Assembly. 06 An executive board of member states answers for the report. The loop closes, and the next finding lands in a machine that is already running. BOYS IN DETENTION, THE SAME MACHINE 01 The finding exists and is the UN's own: 94 per cent of detained children in the administration of justice are boys, and the UN's study wrote the heading Discrimination against Boys. [A/74/136 para 35; Global Study, p. 256] 02 No body owns it. No UN entity dedicated to men and boys exists. [UN system directory, checked August 2026] 03 No indicator set exists, because there is no owner to define one. 04 No budget line exists, because there is no indicator to fund. 05 Nothing is reported annually, because there is no budget to report. 06 Nobody answers, because there is nothing to answer for. The finding lands back at station one, and repeats. The first station is never the weak one. The findings exist, year after year, in the institutions' own documents. It is station two that stands empty, and everything after it is empty because of that. ---------------------------------------------------------------------------- 02. THE RULE THE LEDGER RUNS ON None of this requires a villain. What follows is that blind spot, measured. USD 71.8bn marked for gender equality, per year (average 2023 to 2024, 48.2 per cent of screened bilateral aid; OECD SDMX, verified at the endpoint) 11 policy markers in the system (climate has five, disability has one; OECD marker codelist) 70 reporting fields in CRS++ (none records a beneficiary or target group by sex, for anyone; DCD/DAC(2026)14/ADD1) 0 instruments that could count a men-and-boys column (not zero money: no field in which counting could occur) ---------------------------------------------------------------------------- 03. THE CLASS THAT IS NEARLY EMPTY Where the ledger cannot answer, records can be read one at a time. It is one activity in a voluntary registry, and it shows the recorded response in that register, not the totality of world effort; the raw record is held and checked field by field. ---------------------------------------------------------------------------- 04. THE SILENCE, COUNTED AGAINST A BASELINE Text can be counted under rules fixed in advance. The finding is never the skew; it is the multiple of the sector's own baseline. ---------------------------------------------------------------------------- GIRLS-ONLY AGAINST BOYS-ONLY PUBLICATIONS, SAME CENSUS, SAME RULES Preregistered census, full corpus lists published. For EU states it applies twice: the European Commission gave UN Women USD 49.5 million in 2025, second only to the pooled funds and ahead of every member state, attributed to the Commission and not to its funding states.
