It has used it sixteen times. This is what the list looks like, and what happened the one time a UN body did adopt an instrument for men. The bar for a mandate is not the size of the group. * Older persons do have a mandate. The ageing question has a UN owner, even though the sex dimension of it does not. * The children's mandate is scoped to sale, sexual exploitation and sexual abuse. It is not a general children's mandate, which is part of why the Global Study's findings on boys had nowhere obvious to land. * The one time a UN body adopted an instrument for men, it worked. WHO Europe passed a men's health strategy in 2018 and reported on it in 2020 and 2023, exactly as the resolution required. * That report is titled final, and the reporting duty ended in 2023. But the successor programme, adopted unanimously in October 2025, cites the men's strategy and carries its findings. We expected otherwise and we were wrong. ---------------------------------------------------------------------------- 01. THE MECHANISM Before the count, the thing being counted. ---------------------------------------------------------------------------- The Human Rights Council can decide that a subject needs somebody assigned to it. It passes a resolution, and a person or a small group is appointed: a Special Rapporteur, an Independent Expert, a Working Group. They are unpaid, they serve a maximum of six years, and they are supported by the Office of the High Commissioner for Human Rights. Together they are called the special procedures. What they do is the part worth understanding. They visit countries and publish what they find. They receive complaints from individuals and write to governments about them. They report to the Council and to the General Assembly. They are, in the most literal sense, the answer to the question who at the UN is responsible for this. So the special procedures are not a symbolic list. They are the mechanism by which the United Nations gives a subject an owner. That is exactly the thing this campaign asks for, which is why the list is worth reading rather than describing. ---------------------------------------------------------------------------- 02. THE COUNT Three numbers exist for the same thing, and we are going to give you all three. ---------------------------------------------------------------------------- OHCHR's own explainer says it plainly: as of November 2025, there are 46 thematic and 13 country mandates. On 19 August 2026 we fetched OHCHR's listing of those mandates and extracted every title beginning Special Rapporteur, Independent Expert or Working Group. That yields 45. An earlier pass on this site yielded 44. We cannot reconcile those three numbers from the public pages, and we are not going to pretend we can. What can be said is that the finding does not depend on which is right, because the finding is a zero. THEMATIC MANDATES NAMING A SEX IN THEIR TITLE Special Rapporteur on violence against women and girls, its causes and consequences Working Group on discrimination against women and girls Special Rapporteur on trafficking in persons, especially women and children · · · Naming men or boys: none Two of those three exist for women and girls as a population. The third names women and children as the especial concern within a mandate about trafficking. A reader could stop here and conclude that the comparison is with women. It is not, and the comparison with women is the weaker one. The stronger comparison is with the rest of the list. ---------------------------------------------------------------------------- 03. THE SIXTEEN Most of the mandates are about a right or a harm. Sixteen are about a group of people. ---------------------------------------------------------------------------- Most special procedures attach to a subject rather than to a population. Torture. Freedom of religion. The right to food. The independence of judges and lawyers. Those cover everybody and they are not the comparison. Sixteen attach to a population. This is the whole list, in OHCHR's own words. There is a mandate holder for people affected by leprosy, and the mandate covers their family members as well. There is one for persons with albinism. There is one for peasants and other people working in rural areas. None of those are large, wealthy or politically powerful constituencies at the United Nations. That is the point rather than an objection to it. The Council creates a mandate when it decides a group needs one, and the bar is plainly not size. ---------------------------------------------------------------------------- 04. WHAT IS TRUE ABOUT THE OBJECTION The first reply to all of this is that men are covered by every one of the forty-five. That reply is correct. ---------------------------------------------------------------------------- It is worth stating in the strongest form its holder would use. Men are tortured and the torture mandate covers them. Men are executed extrajudicially and that mandate covers them. Men are arbitrarily detained, denied health care, denied education, and every one of those mandates covers them without qualification. Nothing on this page says men are outside the protection of the international human rights system. The finding is narrower and it is about who is required to look. A mandate holder has an object. They are obliged to investigate it, to collect what is known about it, to report on it annually and to be written to about it. Nobody holds that obligation for men and boys as a group, so the sex dimension of what the general mandates find is nobody's assignment. That is the same shape this site keeps running into in completely different files. Aid gets counted because there is a marker to tick, and there is no marker for men. Justice statistics carry a column for ethnicity and none for sex. In every case the protection is not what is missing. The looking is what is missing. The children's mandate is the clearest illustration, because it is scoped rather than general. It covers sale, sexual exploitation and sexual abuse. It is not a mandate on children in general. So when the UN's own Global Study found that boys in detention face discriminatory treatment, there was no mandate holder whose job it was to receive that finding. We have written about what happened to it. ---------------------------------------------------------------------------- 05. THE ONE TIME IT WAS DONE A UN body did adopt an instrument for men. This is the part of the file that runs against us, and it is the most useful part. ---------------------------------------------------------------------------- In September 2018 the WHO Regional Committee for Europe, meeting in Rome, adopted resolution EUR/RC68/R4: a Strategy on the health and well-being of men in the WHO European Region. It is a real instrument, adopted by the ordinary route, by member states. "Suicide is more than three times higher among males than females in all age groups over the age of 15 years and there is an almost tenfold difference between countries." -- Strategy on the health and well-being of men in the WHO European Region, 2018 That figure is for the WHO European Region. The global ratio is closer to two to one, and the two must not be run together. The resolution required the Regional Director to report back in 2020 and in 2023. That happened. Both reports were made, on schedule. The 2023 report names the strategy, states its rationale in the strategy's own terms, high premature mortality of men from cardiovascular disease, external causes and exposure to NCD risk, and carries male life expectancy figures. We went looking for a scandal in that document and did not find one. It is important to say so. A campaign whose findings only ever run one way is not measuring anything, it is decorating a conclusion. What is true is narrower, and we hold it narrowly. WHAT THE 2023 REPORT IS, EXACTLY - It is joint. Its title covers the women's strategy and the men's strategy together, and the reporting duty in the men's resolution was written to be discharged jointly from the start. The men's strategy has therefore never had a progress report of its own. - In 6,631 words, women appears 62 times and men 38, in a document whose title gives the two strategies equal weight. - Girls appears once. Boys appears 0 times. - It is titled a final progress report. The reporting obligation created by EUR/RC68/R4 concluded in 2023. - Paragraph 48 invites the Regional Committee to note the report and says the agenda continues through frameworks including the European Programme of Work. We have now followed that pointer and it leads somewhere real. We have now read it, on 19 August 2026, and it does not say what we expected. The successor is the Second European Programme of Work, 2026 to 2030, adopted unanimously by all 53 member states at the 75th Regional Committee in October 2025. It runs to 144 pages and 39,206 words. The word men appears 24 times and women 62. Quoting that pair on its own would be the kind of counting this site objects to when other people do it, because 14 of the 24 sit inside a single personal story, about a men's shed. Ten are elsewhere. Those ten are the part that matters, and they are better than we expected. Men appear as an object of analysis rather than only as a comparison group, and the document gives one of those findings a highlighted pull-out, so it is a headline rather than a buried line. "Men face twice the risk of premature NCD mortality as women, but women experience more years of ill health." -- Second European Programme of Work 2026 to 2030, adopted October 2025 A men's shed is one of the document's featured stories, with a named participant. And the 2018 men's strategy is cited in the reference list, behind a commitment to make early interventions in mid-life that address the differences in women's and men's health within their socioeconomic contexts. So the strategy was not dropped. It is carried forward as evidence, in a document adopted unanimously, and anybody who told you otherwise was guessing. We were about to be one of them. What survives of the finding is narrower, and it has moved. WHAT IS STILL TRUE AFTER READING IT - EPW2 is a programme of work, not a men's health strategy. The 2018 strategy is cited as evidence rather than renewed as a standing instrument, and the specific reporting duty that ended in 2023 was not replaced by a new one. - The asymmetry is no longer in the adult sections. It is in the children's. Girls have a named Spotlight section listed in the contents, responding to violence against women and girls. Boys appear 3 times in 144 pages. - All three are as the line against which girls are measured: girls report lower well-being than boys, girls report higher problematic social media use than boys. - So in a document that treats adult men as a population with findings of their own, boys are only ever the baseline. That is not boys being ignored and we are not going to write it that way. The girls findings EPW2 cites are real, evidenced and worth acting on. The precise sentence is the one above: boys are the reference line and never the subject, in the same document where their fathers are neither. ---------------------------------------------------------------------------- 06. NOBODY REFUSED There is no vote to point at, and that is the most important sentence here. ---------------------------------------------------------------------------- It would be easy, and wrong, to write the census above as a refusal. There is no record of the Human Rights Council rejecting a mandate for men and boys, because there is no record of one being proposed. A thematic mandate is created by a Council resolution, moved by member states. Sixteen times, states have looked at a group of people and decided somebody should be assigned to them. The route is ordinary, it is open, and it has been walked recently: several of the sixteen are creations of the last twenty years. So the finding is not that the door is shut. It is that in the eighty years of this system, for this group, nobody has knocked. That is a better position to be in than a refusal would be, and it is the reason this campaign asks for a body rather than for a gesture. The mechanism exists. WHO Europe showed in 2018 that it can be used for men, and showed in 2023 that when it is used it produces reports on time. What is missing is somebody to move the resolution. ---------------------------------------------------------------------------- Sixteen groups of people have somebody at the United Nations whose job is to look at what happens to them. People affected by leprosy have one, and so do their families. Peasants have one. Older persons have one. There is no vote to appeal, no committee to lobby and nobody to blame.
